What is the best time of year to visit?

It depends on your budget and on your interests. The off-season (from mid-October to mid-May) is cheaper mainly because the hotel prices are lower (the restaurants, museums, etc are the same price though). On the other hand, the festivals (which have many free activities) take place during the summer. There are more activities possible during the summer (festivals, special events, bicycling, etc) but there's still a lot to do during winter (ice skating, cross-country skiing, etc). It all depend on your taste.

Early spring (April) is the part of the year where there's not much to do, the snow has mainly melted so there's no winter activities and the festival season has not started yet (maybe that's the reason because some hotels give rebates for that month).

Autumn is great for the fall colors (the leaves change color around mid-October) but the festival season is over and the winter activities have not started up yet.

So, in general, if it is your first time visiting Montreal, your best bet is summer because of all the activities going on and the city seems more alive then. If it's your second or third time, then visiting Montreal at different times of the year is a good idea since the city changes a lot depending on the season. N.B. : The high tourist season is in July and August (that's when the prices for hotel rooms go up).
